The Trainer's Methodology in Brief

As per Section 1 of the Trainers' Methodology Level 1 (TM-1) Training Regulations (TR), TM-1 is described as a TVET Qualification that "... consists of competencies a TVET trainer performing functions of trainer and assessor must achieve. A TVET trainer is a person who enables a learner or a group of learners to develop competencies to performing a particular trade or technical work. " 

The TM-1 Qualification have 18 Competencies, 12 of which falls under Basic Competencies and six (6) are Cores.


The Basic Competencies are:
  1.  Lead workplace communication;
  2. Apply Math and Science Principles in Technical Writing;
  3. Apply environmental principles and advocate conservation;
  4. Utilize IT applications in Technical Writing;
  5. Lead small teams;
  6. Apply work ethics, values and quality principles;
  7. Work effectively in Vocational Education and training;
  8. Foster and promote a learning culture;
  9. Ensure a healthy and safe learning environment;
  10. Maintain and enhance professional practice;
  11. Develop and promote appreciation for cost-benefits of Technical Training; and
  12. Develop and promote global understanding of labor markets.
While the Core competencies are:
  1. Plan Training Session (PTS);
  2. Facilitate Learning Session (FLS);
  3. Supervise Work Based Learning (SWBL);
  4. Conduct Competency Assessment (CCA);
  5. Maintain Training Facilities (MTF); and
  6. Utilized Electronic Media in Facilitating Training (UEMFT).
* A person who has achieved this Qualification is competent to be:
  • TVET Trainer/Technical Trainer
  • Training Facilitator/Coordinator
  • Competency Assessor
A note (*) on this statement:

Although the TR mentions that the above mentioned are the possible qualified  positions that a TM-1 graduate can have, it is worth noting that as per TESDA Regulations a Trainee can not be considered to have completed a Training Course unless the Trainee has undergone the mandatory National Assessment. 

Given that it is mandatory to undergo a National Assessment for course completion let's see what the TR says in regards to National Assessment under Section 4.

4.1 To attain the National Qualification of TM I, the candidate must demonstrate competence in all the units of competency listed in Section 1. Successful candidates shall be awarded a National TM Certificate signed by the TESDA Director General.

4.2 The Qualification may be acquired through accumulation of TM Certificates of Competency (COC) in the following cluster of units of competency and individual unit of competency –

4.2.1 Deliver training session

4.2.1.1 Plan training session
4.2.1.2 Facilitate training session
4.2.1.3 Utilize electronic media in facilitating training
4.2.1.4 Maintain training facilities
4.2.1.5 Supervise work-based learning

4.2.2 Conduct competency assessment

4.3 Upon accumulation and submission of the above two (2) TM-COCs acquired, an individual shall be issued the National TM I Certificate.

4.4 Assessment shall focus on the core units of competency. The basic competencies shall be integrated or assessed concurrently with the core units.

4.5 The candidate applying for assessment and certification under TM I must be

4.5.1 BS graduate or equivalent
4.5.2 Certified in the National Certificate level that will be handled/facilitated

As shown above, to gain a National Certificate for TM-1, a candidate needs to acquire a combination two Certificates of Competencies (COC)s, in which one is a clustered competency.

COC1-Deliver Training Session is a cluster of five Core Competencies namely: PTS, FLS, SWBL, MTF, and UEMFT, while CoC2, is covered by a single competency-Conduct Competency Assessment.

For the Assessment, the candidate needs to submit a portfolio document, undergo a written exam. demonstrate how to conduct a TVET Training and how to conduct a National Competency Assessment and lastly, under go an interview.

All of these under the scrutiny of three Panel of Assessors.

Seems hard, isn't it?  This is where this blog comes in, it is my hope that through this blog, prospective TM Trainees will have a better understanding of the TM-1 Training and passes the TM-1 National Assessment.
